Water Saving Regulations: European and National Framework

Fresh water is a finite and increasingly scarce resource. Facing climate change, the EU and member states are tightening regulations regarding potable water use for "non-essential" purposes, including domestic irrigation. Compliance is no longer an option, but a legal and ethical obligation.

1. European Directives: WFD and Reuse

The Water Framework Directive (WFD 2000/60/EC) forms the backbone of European water legislation. It imposes the principle of "full cost recovery", including environmental and resource costs. Simply put: water will cost more and more to discourage waste.

More recent is the Regulation (EU) 2020/741 on water reuse, promoting the use of treated wastewater for agricultural irrigation and, prospectively, for urban greenery, reducing pressure on aquifers and drinking water supplies.

2. The Situation: Ordinances and Bans

Management is often handled at municipal and regional levels, but the trend is clear. During summer months (typically June to September), hundreds of municipalities issue ordinances banning potable water use for watering gardens, washing cars, and filling pools during day hours (e.g., 8:00 to 21:00), or totally during critical drought.

Sanctions can vary significantly. But beyond fines, there is a real risk of rationing. Designing a system that depends 100% on the aqueduct is strategically shortsighted.

Rain and Moisture Sensors

Smart controllers, connected to WiFi and local weather forecasts, represent the future standard. They adjust times based on daily real ET (see Technical Guide).
